The NGIC is a multiagency effort that integrates the gang intelligence assets of federal, state, and local law enforcement entities to serve as a centralized intelligence resource for gang information and analytical support. The mission of the NGIC is to support law enforcement agencies through timely and accurate information sharing and strategic/tactical analysis of federal, state, and local law enforcement intelligence focusing on the growth, migration, criminal activity, and association of gangs that pose a significant threat to communities throughout the United States. The NGIC concentrates on gangs operating on a national level that demonstrate criminal connectivity between sets and common identifiers and goals. Because many violent gangs do not operate on a national level, the NGIC also focuses on regional-level gangs. NGIC is staffed and supported by a number of partnering agencies, including the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Bureau of Prisons (BOP), Department of Justice (DOJ), Department of Homeland Security (DHS), Customs and Border Protection (CBP), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), Immigration and Customs Enforcement (ICE), NDIC, and United States Marshals Service (USMS). The NGIC produces intelligence assessments, intelligence bulletins, joint agency intelligence products, and other nonstandard intelligence products for customers. This intelligence assessment is a collaborative effort between the National Gang Intelligence Center (NGIC) and the NDIC to examine the threat posed to the United States by criminal gangs; it supports U.S. Department of Justice strategic objectives 2.2 (to reduce the threat, incidence, and prevalence of violent crime) and 2.4 (to reduce the threat, trafficking, use, and related violence of illegal drugs). The assessment is based on federal, state, and local law enforcement information and is supplemented by information retrieved from open sources. This assessment discusses the proliferation of gangs from urban areas to suburban and rural locations, estimates of the number of gangs and gang members in the United States, gang types, gang-related criminal activities, locations where specific gangs operate, and the relationships between gangs and other criminal organizations. Regional summaries highlighting the most significant gang-related trends are also provided. The assessment also identifies intelligence gaps and provides predictive estimates regarding significant gang related issues.
