This is NOT a standalone app, so download Go Contacts Ex in the Play Store if you haven't already done so.
Installation
1. Install GO Contacts Ex (free & available in the Play Store)
2. Install this theme
3. Menu -> Themes -> Neon Minimal Theme

Download Neon Minimal Theme GoContacts APK file from SameAPK.com, then follow these steps:
Update Phone Settings
- Go to your phone Settings page
- Tap Security or Applications (varies with device)
- Check the Unknown Sources box
- Confirm with OK
