This is a Hebrew language pack for use with Magic Keyboard Pro and Magic Keyboard Free.
It is not a standalone application, you also need to install Magic Keyboard Pro or Free.
Once installed, Magic Keyboard will detect it (go to Settings and select Layout & Language to make sure)
Wordlists have been generated with the assistance of Google Books n-gram data.
