Both of you can move up, down, right, left. But you have found his weakness (Okay I have found it for you). He is a law abiding Mafia and can move left or right only according to the arrow signs in the sky. Now, how You use this Awesome Hint is up to You.
You on the other hand are sneaky and you don’t care about arrow signs or sky or his dangerous Red color, you move as you like (Or you thought so?). You have a weakness too which will be removed soon (or maybe it won’t).
Your weakness is that you cannot move sideways when arrows are on the exact Left/Right, so you can move Left/Right only in between the arrows. So you have 2 options.
A) Be super stealthy and tap to the Right/Left only when You are in between the arrows.
B) Be super crazy and tap very quickly and multiple times to the Right/Left and just hope You move sideways, You eventually do.
