Sistem Integrasi Pakan Budidaya - SRIKANDI
Pakan ikan merupakan salah satu komponen penting dalam usaha perikanan budidaya. Secara teknis, biaya pakan dalam kegiatan budidaya adalah 60 - 80% dari biaya produksi. Kualitas dan kuantitas pakan ikan sangat menentukan hasil produksi serta keuntungan usaha pembudidayaan ikan. Ketersediaan pakan ikan komersial di Indonesia sangat bergantung pada bahan baku impor (80%) terutama berupa tepung ikan, tepung jagung, tepung kedelai, tepung ragi, tepung gandum. Ketergantungan terhadap impor menyebabkan harga pakan akan semakin tinggi seiring dengan penguatan nilai tukar dolar terhadap rupiah. Peningkatan harga nilai pakan didorong pula oleh semakin berkurangnya penawaran serta peningkatan permintaan bahan baku pakan dari berbagai negara di dunia yang berupaya meningkatkan produksi perikanan budidaya. Permasalahan ini memberikan ketidakpastian dalam usaha pembudidayaan ikan sehingga perlu dapat segera diatasi.
Direktorat Jenderal Perikanan Budidaya telah menetapkan kebijakan Gerakan Pakan Ikan Mandiri (Gerpari) untuk tahun 2015 - 2019. Kebijakan ini bertujuan untuk meningkatkan efisiensi biaya produksi melalui peningkatan efisiensi pembiayaan pakan dalam usaha pembudidayaan ikan. Peningkatan efisiensi pakan antara lain diupayakan dengan mencari bahan baku pakan alternatif; meningkatkan penggunaan bahan baku lokal baik untuk sumber protein, karbohidrat maupun lemak; meningkatkan penggunaan pakan alami terutama pakan alami yang diproduksi di dalam negeri serta meningkatkan kemandirian pembudidaya ikan dalam memenuhi kebutuhan pakannya melalui pembuatan pakan sendiri.
Pelaksanaan kebijakan Gerpari tahun 2016 diharapkan dapat mencapai hasil sebagaimana yang diinginkan sehingga perlu didukung oleh berbagai pihak terkait yaitu unit kerja eselon I lingkup Kementerian Kelautan dan Perikanan, perguruan tinggi, pemerintah daerah dan kelompok masyarakat penerima bantuan Gerpari. Dalam rangka memberikan panduan tersebut di atas, Direktorat Jenderal Perikanan Budidaya perlu menyusun dan menetapkan Petunjuk Teknis Penyaluran Bantuan Gerpari Tahun 2016 sebagai landasan hukum dan acuan di dalam pelaksanaan kegiatan penyaluran bantuan pakan ikan mandiri tahun 2016. Fish feed is one of the important components in the aquaculture business. Technically, the cost of feed in aquaculture is 60-80% of the cost of production. The quality and quantity of fish feed results determine the production and profitability of aquaculture. Availability of commercial fish feed in Indonesia relies heavily on imported raw materials (80%) mainly in the form of fish meal, corn flour, soy flour, yeast powder, wheat flour. Dependence on imports causing feed prices will be higher due to the strengthening of the dollar against the rupiah. Increasing the price of feed value is driven also by the decreasing number of deals as well as increased demand for feed raw materials from various countries around the world who seek to increase aquaculture production. This problem gives uncertainty in the fish farming business that needs to be addressed immediately.
Directorate General of Aquaculture has established policies Fish Feed Independent Movement (Gerpari) for 2015 - 2019. This policy aims to improve the efficiency of production costs through increased efficiency financing in the cultivation of fish feed. Increased feed efficiency among others attempted to seek alternative feed ingredients; increase the use of local raw materials both for a source of protein, carbohydrate and fat; increasing the use of natural feed mainly natural food produced in the country and increase the independence of fish farmers in meeting the needs of feed through the production of their own feed.
Gerpari policy implementation in 2016 is expected to achieve results as desired so as to be supported by the various parties concerned ie the working unit echelon scope of the Ministry of Marine and Fisheries, universities, local governments and community groups Gerpari beneficiaries. In order to provide guidance on the above, the Directorate General of Aquaculture needs to prepare and establish the Technical Instructions Disbursement Gerpari 2016 as the legal basis and the reference in the distribution of aid in the conduct of independent fish feed in 2016.
