هدف از طراحی اين نرم افزار ايجاد سيستمي هوشمند براي پوشش حمل و نقل درون شهري به منظور فراهم ساختن راحتي، سهولت در استفاده از خدمات، كيفيت در ارائه خدمات، امنيت، تسريع در ارائه خدمات، شفاف سازي و رضايتمندي براي عموم مردم و همچنين ايجاد اشتغال براي رانندگان و رونق كسب و كار ايشان همراه با مزاياي عمومي نظير كاهش ترافيك، كاهش آلودگي محيط زيست، صرفه جويي در مصرف سوخت و ... كه عموم مردم از آن منتفع گردند و در نهايت امكان نظارت و مديريت صحيح حمل و نقل درون شهري است.
تاچ سي در مقايسه با سيستم هاي مشابه از ويژگي ها و امكانات متنوعي برخوردار است و به جرأت مي توان ادعا كرد كه امكانات و ويژگي هاي اين سيستم در بسياري از سيستم هاي قبلي اصلا موجود نمي باشد. در زير به بيان برخي از امكانات اين سيستم مي پردازيم:
